Memorable Manitobans: School Inspectors of Manitoba

In a report to the Manitoba government in January 1888, the duties of the School Inspectors were listed as follows:

1. To visit the schools in his charge; at each such visit to examine into the condition of the school as respects the progress of the pupils in learning, the order and discipline observed, the system of instruction pursued, the method of keeping the school register, the average attendance of pupils, the condition of the school premises, and in case of a new school house, its building and equipment, and to give such advice to teachers, pupils and officers of the school district as he may judge proper.
2. To ascertain the nature of the certificate held by the teacher, and to report to the Superintendent any case of the employment of an unauthorized teacher.
3. To recommend suitable persons for interim certificates in case where certificated teachers cannot be obtained, to encourage the attendance of persons at intermediate schools who are preparing for third class certificates.
4. To report to the Superintendent any matter relating to the character or usefulness of any teacher in his inspectorial division.
5. To hold such conventions of teachers in each inspectorial division as he may find practicable under the direction of the Board of Education.
6. To see that no unauthorized text books are used in the schools and generally that the regulations of the Board are observed.
7. To give any information in his power, to make special visits of investigation regarding any matter affecting any school district, which may be deired by the Superintendent.
8. To assist the Superintendent in compiling statistics of the schools in the province when so desired by him between February 1st and March 15th.
9. To be ex-officio members of the Provincial Board of examiners of candidates for Provincial certificates and to perform the duties thereof without extra remuneration.
10. To report half yearly to the Superintendent upon the condition of each school under their inspection and to make in addition an annual report in February as to the condition of the schools in their divisions.
11. To perform from time to time such other duties as may reasonably be required by the Board.
