Born at Huntingdon, Quebec in 1871, he came to Winnipeg in 1904 to join his brother Frank Allen Sparrow in establishing the company of Sparrow Brothers. They focused on general construction and contracting, with an emphasis on residental dwellings in the River Heights, Crescentwood, Tuxedo, and Fort Rouge areas. He retired from business in 1957.
He was a member of Westminster United Church. He died unmarried at the Misericordia Hospital on 23 June 1967 and was buried in the Chapel Lawn Memorial Gardens.
