Civil servant.
Born at Winnipeg on 6 January 1918 to Margaret Maria Parry (1883-1976) and William Sanger (1882-1962), he attended Lord Roberts School and Kelvin High School, then went on to Success Business College. He began working at the Standard Chemical Company in 1937, and then in 1938 joined the Treasury Department of the City of Winnipeg.
After serving three years with the Royal Canadian Navy in the Second World War on North Atlantic Convoys, aboard the HMCS Eyebright, as a Leading Coder, he returned home to work once again with the City of Winnipeg, transferring to the City Clerk’s Office in 1945. He served originally as a Committee Clerk, and eventually worked in each position in that Department. Also in 1945, he married Mary Jackson (1922-2017), with whom he had two children. He was appointed City Clerk in 1976 and served in this capacity as head of the department until his retirement in 1979.
In his younger years, he was active in many sports, particularly with the Civics and the Home Provisioners fastball teams. He was also on the Executive of the Winnipeg Senior Fastball League. During his 41-year work career, he served as Secretary of the Mayors and Reeves Association for ten years and gained considerable knowledge of community affairs in the Winnipeg area. He served on the Council of the Institute of Chartered Secretaries and Administrators for many years. In 1966, he was awarded the A. W. Goodbody Prize for having attained the highest marks in the British Commonwealth for research and a paper on taxation. In keeping with his life’s work with City Council, he kept a keen interest in City Hall activities after retirement, and met over lunch regularly with other retired City Clerk’s office staff until his health no longer permitted. He enjoyed reading, playing bridge, gardening, and travelling with his wife to many different countries.
He died at Winnipeg on 18 August 2009 and was buried in the Thomson in the Park Cemetery.
