Born at Cumberland, England on 9 December 1860, he came to Winnipeg in 1889 where he was a bricklayer and mason, in partnership with Broughton Pattinson, in the construction firm of Pattinson and Eilbeck. He and wife Eleanor Black (1865-1940) had four children: Annie Eilbeck (1890-1967, wife of Herbert Austin Marples), Eleanor “Ellen” Eilbeck (1900-1978), Thomas James Eilbeck (1904-?), and Lillian May Eilbeck (1906-1985, wife of Wallace Gordon Welwood). He died at his East Kildonan residence, 227 Bowman Avenue, on 7 November 1938 and was buried in the St. John's Cathedral Cemetery.
