Civil servant.
Born at Dundee, Scotland in 1880, he moved to Chicago then to Winnipeg in 1915 where he worked for the accounting firm of Prince Waterhouse. He then joined the provincial civil service, serving as Comptroller-General of Manitoba (1915-1920). In March 1918, he took a leave of absence to work for the American Army in France. In late 1920, he resigned to join the firm of Arthur Young and Company at New York City.
