Grain merchant.
Born at St. Marys, Ontario around 1880, he came to Winnipeg in 1910 and served as Secretary-Treasurer of the Grain Growers’ Grain Company until 1911 when he partnered with A. M. Blackburn in the grain firm of Blackburn and Mills. It was later renamed Blackburn, Mills and Graham. Later he worked for the Canada West Grain Company. He married Wiliane Isabel Morrow (?-1965) of Carman and they had one son, William David Mills. He was a member of Westminster United Church and the Masons (Ionic Lodge). He died at Winnipeg on 9 July 1965 and was buried in the Elmwood Cemetery.
