He was a member of the Swan River Valley Hospital Board and was instrumental in establishing the Swan Valley Lodge and Personal Care Home.

On 12 May 1915, he married Lily May Cowan (1894-1996) in the Cowan family home at Swan River, and had five children: Dorothy “May” McCullough (1915-2009, wife of Robert “Bruce” Johnston), Clarence Russell McCullough (1917-1917), Elsie Joyce “Joy” McCullough (1919-2005, wife of Dave Thom), Jean Eileen McCullough (1923-2013, wife of Milton Mayer), and Doris Winnifred McCullough (1924-1992, wife of Wilfred Clarence “Buster” Soura).
