Memorable Manitobans: James Wallace Clarke (?-1966)Municipal official. Born on a farm near Fleming, North West Territories, he settled on a farm in the Mossgiel district near Elkhorn until he retired into town. He served as a councillor for the Rural Municipality of Wallace from 1922 to 1940 and was Mayor of Elkhorn from 1954 to 1958. He died in 1966.
