Born on 15 March 1871, he worked in building construction in partnership with his brother Edgar James Blow. On 10 December 1895, he married Alice Warren (1876-1946) at Winnipeg and they subsequently had five daughters: Florence Rowena Blow (1896-1897), Alice Emma Blow (1898-?, wife of Herbert Alfred Kemp), Gladys Alberta Blow (1900-?, wife of Leonard Wilson), Beatrice May Blow (1902-?, wife of Thomas Henry Bullock), and Delores Irene Blow (1906-?, wife of Charles Whalen Barlow). He died at St. Boniface on 30 January 1945 and was buried in the Brookside Cemetery.
